Just kidding, although the line-work and shading is super good, Man I wish I could draw like that. Or is it the software? '\_(0_0)_/'
I use Clip Studio Paint, but the key to good line work is confidence. Confident, often faster, bigger strokes are more consistent.
To help I also use CSP's vector layers for my lineart, which makes it easier to make adjustments to the shape and thickness after making lines.
It's good art (I guess) but what's up with the whole... "Snakey" thing? I mean, it's a cool thing to think about, you know, mixing a human with a snake but it's weird. I dunno that's just MY opinion.
Generally reviews / critique are better when you assess the merits and issues of the work, not so much whether or not it appeals to your personal preferences.
Lamia and naga are monsters from various mythologies, much like mermaids, harpies, werewolves, etc. They've seen a resurgence in modern media thanks to appearing in various games and anime, from XCom to Shantae to Monster Musume.

Still, the animation is very crisp and natural... No jaggedness (what the HELL is that word?) that you would see in a lot of OTHER animations, good job.
i wouldn't really count monster girls as a fetish. It's kinda like how some people like Transformers robots, some like Kamen Rider armor, dragons, etc., any number of interests.
while it can get sexual sometimes that's kinda a separate (but not incompatible) thing.
and thank. And yeah, I usually call the thing you're talking about 'stutter' or 'wobble.' usually comes from trying to put in too many frames / over-easing a motion. :V
